1. Safety Certification - URSEA (Unidad Reguladora de Servicios de Comunicaciones)
URSEA Resolution 131/2009 contains the mandatory safety regulation of low voltage electrical products to comply with for Uruguay.

On June 16, 2020, the Regulatory Unit of Energy and Water Services (URSEA) published Resolution 153/020 containing an amendment to the previous resolution (131/2009) in terms of products covered under the mandatory safety certification. These include:
Electric refrigeration appliances for household use whose nominal voltage is not more than 250 V for appliances single-phase or 480 V for the other appliances, including refrigerators with or without frozen food storage compartment, refrigerator freezer, appliances for storing frozen food and freezers, free or not of frost.
Note: A registration with Ventanilla Única de Comercio Exterior (VUCE) is required before starting the electronic procedure for safety certificates authorization.

Since 2009, Law 18597 on ‘Efficient Use of Energy’ establishes an Energy Efficiency labeling system, which is mandatory for all regulated electrical equipment.
URSEA is the agency responsible for licensing energy saving labels according to Decree 429/009.
Exceptions to the mandatory labelling scheme apply to e.g. samples of refrigerators, air conditioners and heat pumps (imported for evaluation prior to their eventual commercial importation).
Per the specific regulated products, national Uruguayan UNIT- standards describe efficiency classification criteria and need to be complied with, while regulations detail the certification process.

3. Telecommunications certification - ANTEL/URSEC
Uruguay has two regulatory bodies for telecommunications approvals, one for wireless, URSEC (Unidad Reguladora de Servicios de Comunicaciones), and the other for hard-wired telecom equipment, ANTEL (Administración Nacional de Telecomunicaciones). These agencies are responsible for verifying the compliance of telecommunications equipment with applicable regulations in order to commercialize in Uruguay.
Uruguay does not require in-country product testing, local representation, or specific labeling.
