NRCS - Safety and Energy Efficiency for Electrical and Electronic Products in South Africa

NRCS is the competent authority of the Department of Trade, Industry and Competition (DTIC), established for the purpose of administering mandatory specifications and other technical regulations to ensure human safety. people, the environment and ensure fair trade practices.

NRCS compliance testing against safety and/or performance requirements may only be performed by accredited laboratories.

1. NRCS Safety Certification
According to the South African Government Standards Notice R 89 dated 6 February 2009, IEC, imported electrical safety products require a Letter of Authorization (LoA) for conformity assessment before export/sale/ clearance.
Target products: Electronics, electronic products, household appliances, etc.

The NRCS approval process is a conformity assessment system and it serves as a label for electrical safety, electronics and energy efficiency. NRCS mandatory requirements are based on international standards; therefore, all equipment falling within the Required Specification Range must comply with South African Safety standards.
NRCS LOA certification process
NRCS certification has a validity period of 3 years. The time to obtain this Certification is approximately 18 weeks and the applicant must be a Local Supplier.

2. NRCS Energy Efficiency Certification
The Department of Industry and Trade officially announced the mandatory technical specifications VC9008 and started implementing the mandatory energy labeling project for electrical and electronic products. Electrical and electronic products falling within the scope of mandatory technical requirements will be implemented gradually in three phases. From the effective date, when applying for LOA certification, products are required to submit not only a safety test report to NRCS but also an energy efficiency test report. Only products with LOA certificates and energy labels can enter the South African market.

MEPS: South Africa has established regulations to ensure that products sold in the country meet the Minimum Energy Performance Standards (MEPS). These regulations are designed to protect consumers who may purchase power-hungry appliances.

Target products:
- Household appliances and similar electrical equipment.
- Audio/Video sound, information and communication equipment.
- Electrical equipment for testing, measurement, control and laboratories.
- Transformers, power supplies, reactors and similar products.
- Uninterruptible power system (UPS)
- Energy converter used in photovoltaic power systems.
