Draft regulations consolidating QCVN 4 and QCVN 9 on certification of electrical and electronic equipment conformity
Recently, the Ministry of Science and Technology issued the draft "QCVN xx:2020/BKHCN National technical regulations on safety and electromagnetic compatibility for electrical and electronic equipment"
QCVN XX:2020/BKHCN replaces QCVN 4:2009/BKHCN and Amendment 1:2016 QCVN 4:2009/BKHCN and QCVN 9:2012/BKHCN and Amendment 1:2018 QCVN 9:2012/BKHCN.
The following is a summary of some changes and additions to QCVN XX:2020/BKHCN:
1. Adjustment range
This technical regulation regulates safety, electromagnetic compatibility and management requirements for electrical and electronic equipment.
The following types of equipment are not covered by this technical regulation
- Electrical equipment uses 3-phase AC power;
- Ventilation fans and duct fans (Duct fans) with a nominal power consumption capacity of over 125 W;
- Electrical equipment that operates using 1-way power (electrical equipment that can operate in 2 modes using 1-way power or AC power mode is still within the scope of application of this technical regulation);
- Refrigerators, freezers, refrigerators-freezers with a total nominal capacity of over 1000 Liters;
- Washing machines and clothes dryers with a nominal capacity of over 15 kg;
- Storage water heater with a capacity of over 50 liters;
- Water pump with nominal capacity over 2 kW;
- Air conditioning components used for installation in air conditioning systems whose main equipment uses 3-phase power.
2. Additional Regulations on voltage, frequency and plug type
- Voltage 1 phase, 230 V;
- Frequency 50 Hz;
- Plug conforms to TCVN 6190:1999 standard.
3. Regulations on certification of conformity:
- Switching from standard conformity certification method 5 (factory assessment) or method 7 (batch certification) to applying certification method 1 (typical sample testing) for some electrical equipment household appliances (electric irons, toasters, portable grills, hand dryers, hair dryers and hair care appliances, microwave ovens, electric stoves, instant water heaters
- Adding a number of new products to the list of products that must be certified as conformable (household water pumps, clothes dryers, evaporative air coolers)
- Validity of Certificate of Conformity:
Method 7: only valid for each batch of goods that has been sampled for conformity assessment.
Method 1 and Method 5: 3 years.
4. List of electrical equipment that must be certified accordingly
Adding safety requirements for some household appliances that previously only had to meet electromagnetic compatibility requirements (vacuum cleaners, washing machines, refrigerators and freezers, air conditioners, electric drills hand held, meat grinder, smoothie, egg beater...)
List of electrical equipment that must be certified in accordance with QCVN 4:2019/BKHCN according to method 5 or complex 7 is specified in Appendix I with HS Code and applicable standards
The list of electrical equipment that must be certified in accordance with QCVN 4:2019/BKHCN according to method 1 is specified in Appendix II with HS Code and applicable standards.
