Certification of conformity - LED Light according to QCVN 19:2019/BKHCN (Electrical Safety and Electromagnetic Compatibility of LED Lights)
On September 25, 2019, the Ministry of Science and Technology issued Circular No. 08/2019/TT-BKHCN and Regulation QCVN 19:2019/BKHCN - National technical regulation on safety and electromagnetic compatibility for Lighting products using accompanying LED technology.
According to Circular No. 08/2019/TT-BKHCN:
1. From June 1, 2020, LED products (LED bulbs with built-in ballast, double-ended LED tubes, LED luminaire sets) produced domestically and imported are specified in the Appendix issued herewith. according to QCVN 19:2019/BKHCN must meet safety requirements and electromagnetic interference (EMI) limits specified in Section 2.1.1; 2.1.2; 2.1.3 and 2.2.1 of QCVN 19:2019/BKHCN before circulating on the market.
2. From June 1, 2021, products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet all requirements specified in Section 2 of QCVN 19:2019/BKHCN before circulating on the market (including safety requirements, EMI electromagnetic interference and EMS electromagnetic immunity).
3. Encourage businesses, organizations and individuals that produce and import lighting products with LED technology to apply the provisions of QCVN 19:2019/BKHCN from the effective date of this Circular.
Common types of fixed and mobile LED lights including LED bulbs, LED tubes, LED downlights, Luminaire LED lights, and all types of LED lights with built-in ballasts are all covered by this Regulation. Businesses are required to test and certify LED lights according to QCVN 19:2019/BKHCN before selling them to the market from June 1, 2020.
In addition, LED lights with built-in ballasts with E27 and B22 lamp heads and 2-lead LED tubes of lamp head types G5 and G13 must have energy labeling according to regulations of the Ministry of Industry and Trade that have been applied since January 1, 2019. 2020.
However, the roadmap for testing and declaring compliance with LED lights has been postponed according to Decision No. 1383/QD-BKHCN issued on May 22, 2020 of the Ministry of Science and Technology:
From January 1, 2021, domestically produced and imported products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet safety requirements and limits of electromagnetic interference (EMI). ) specified in Section 2.1.1; 2.1.2; 2.1.3 and 2.2.1 of QCVN 19:2019/BKHCN before circulating on the market.
From January 1, 2022, products specified in the Appendix issued with QCVN 19:2019/BKHCN must meet all requirements specified in Section 2 of QCVN 19:2019/BKHCN before being stored. information on the market.

- TCVN 11846:2017 (IEC 62776:2014) Double-capped LED-lamps designed to retrofit linear fluorescent lamps -Safety specifications.
- TCVN 7186:2018 (CISPR 15:2018) Limits and methods of measurement of radio disturbance characteristics of electrical lighting and similar equipment.
- IEC 61547:2009 Ed 2.0: Equipment for general lighting purposes - EMC immunity requirements (mandatory application from January 1, 2023).
- IEC 62471:2006: Photobiological safety of lamps and lamp systems (mandatory application from January 1, 2023)
