Certificate of conformity - electrical safety compliance for electrical and electronic equipment according to QCVN 4:2009/BKHCN


September 30, 2009 Circular No. 21/2009/TT-BKHCN of the Ministry of Science and Technology, manufacturing units and importers of electrical and electronic equipment on the list of mandatory regulation conformity certification ( CNHQ) and Declaration of Conformity (CBHQ) must carry out the necessary procedures to Certify product conformity (CNSPHQ) with National Electrical Safety Regulation QCVN 4:2009/BKHCN and Amendment 1:2016 QCVN 4:2009/BKHCN.


List of electrical and electronic products under QCVN 4:2009/BKHCN
List of products required to be certified according to QCVN 4:2009/BKHCN:
Electrical and electronic equipment specified in the Appendix to this Technical Regulation must ensure safety in accordance with the corresponding national standards (TCVN) as follows:

1. Instantaneous electric water heaters must comply with the provisions of TCVN 5699-2-35:2007 (IEC 60335-2-35: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-35: Specific requirements for instant water heaters.

2. Electric water heating and hot water storage equipment must comply with the provisions of TCVN 5699-2-21:2007 (IEC 60335-2-21:2004) Household electrical appliances and similar electrical equipment. Safe. Part 2-21: Specific requirements for storage water heaters.

3. Hair dryers and other hairdressing tools must comply with the provisions of TCVN 5699-2-23:2007 (IEC 60335-2-23: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-23: Particular requirements for appliances intended for skin or hair care.

4. The kettle must comply with the regulations in TCVN 5699-2-15:2007 (IEC 60335-2-15: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-15: Specific requirements for liquid heating equipment.

5. The rice cooker must comply with the regulations in TCVN 5699-2-15:2007 (IEC 60335-2-15: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-15: Specific requirements for liquid heating equipment.

6. Electric fans must comply with the provisions of TCVN 5699-2-80:2007 (IEC 60335-2-80:2005) Household electrical equipment and similar electrical equipment. Safe. Part 2-80: Specific requirements for electric fans.

7. Electric irons must comply with the provisions of TCVN 5699-2-3:2006 (IEC 60335-2-3: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-3: Specific requirements for electric irons.

8. Microwave ovens must comply with the regulations in TCVN 5699-2-25:2007 (IEC 60335-2-25: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-25: Specific requirements for microwave ovens and combination microwave ovens.

9. Electric ovens and electric grills (portable types) must comply with the regulations in TCVN 5699-2-9:2004 (IEC 60335-2-9:2002, Adm.1:2004) Household electrical equipment and similar electrical equipment. Safe. Part 2-9: Particular requirements for ovens, toasters and similar portable cooking appliances.

10. PVC-coated electrical wires with nominal voltage up to and including 450/750V must comply with the provisions of TCVN 6610-1:2007 (IEC 60227-1: 1998) Polyvinyl chloride insulated cables with nominal voltage up to and including 450/750V. Part 1: General requirements, TCVN 6610-3:2000 (IEC 60227-3: 1997) Polyvinyl chloride insulated cables with rated voltage up to and including 450/750V. Part 3: Unsheathed cables for fixed installation, TCVN 6610-4:2000 (IEC 60227-4: 1992, Adm.1:1997) Polyvinyl chloride insulated cables with rated voltage up to and including 450 /750V. Part 4: Shielded cables for fixed installation, TCVN 6610-5:2007 (IEC 60227-5:2003) Polyvinyl chloride insulated cables with rated voltage up to and including 450/750V. Part 5: Flexible cables (wires).

11. Immersion electric water heaters must comply with the provisions of TCVN 5699-2-74:2005 (IEC 60335-2-74:2002) Household electrical appliances and similar electrical equipment. Safe. Part 2-74: Specific requirements for electric heating rods.

12. Tea or coffee making equipment must comply with the provisions of TCVN 5699-2-15:2007 (IEC 60335-2-15:2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-15: Specific requirements for liquid heating equipment.

13. Hand dryers must comply with the regulations in TCVN 5699-2-23:2007 (IEC 60335-2-23: 2005) Household electrical appliances and similar electrical equipment. Safe. Part 2-23: Particular requirements for appliances for skin or hair care
Notes on the QCVN 4:2009/BKHCN conformity certification process:
There are 2 methods of certifying the conformity of electrical and electronic equipment products:
1. Method 5: test typical samples and evaluate the production process;
The validity of the Certificate of Conformity is 3 years and includes annual factory monitoring assessment.

2. Method 7: testing and evaluating batches of products and goods
The validity of the Certificate is only valid on that batch of imported goods.
